Bhubaneswar: Chief Minister Mohan Charan Majhi has presented a visionary budget in State Assembly on Monday.
The first full-fledged budget of the Odisha BJP government has the clear imprint of Prime Minister Narendra Modi - Vikas Bhi , Virasat Bhi.
The Budget tabled by CM Majhi has the vision plan for accomplishing the goal of SAMRUDH ODISHA, SAMRUDH VIRASAT (Heritage) and Odia Asmita.
The Budget seems an all encompassing budget covering every sector and every person. As said in the Assembly, this budget reaches the last mile to achieve the goal of 2036 Samruddh Odisha
BOOTED SAMRUDH ODISHA 2036
The budget has booted a five-year growth plan by identifying well the core strengths and key chips for Odisha version 2036.
The budget has heavily invested in farming, irrigation, infrastructure and cities. Besides, to give a pep up to the human resource indicators, it has made big outlays for education, health, nutrition, social security.
Moreover, the budget’s visionary statement has been to the fore when the Chief Minister announced higher outlay for all regions – Western Odisha Development Council, South Odisha Development Council and North and Central Odisha development council.
The statement shows the budget as all encompassing touching the last man on the streets, and every region of the State to bring around a holistic development of the State.
FARMERS INCOME
As farmers in the State constitute nearly 80% of the population, the Budget has increased outlay for the scheme that are made for increasing farmer incomes.
- While proposing an higher Agriculture budget pegged at Rs.37,838 crore for 2025-26, the budget has increased the outlay for Samrudh Krushak Yojana – the scheme that pays 3100/q paddy to farmers.
- This scheme which is a step to provide the farmers in the State an income security of their main produce, outlay for the scheme has been raised to Rs6000cr from Rs 5000 cr in 2024-25.
- A sum of Rs.2020 crore has been proposed for the year 2025-26 under CM-Kisan – this scheme gives timely financial assistance and input support to the farmers.
- Designed a crop diversification to promote non-paddy crops like Millets, pulses, oilseeds, vegetables and other high value crops in up and medium-up land instead of paddy.
- 2 lakh ha in the ayacut of Mega Lift Irrigation Projects have been targeted to be diversified to different non-paddy crops
- Allocated Rs 695 cr.
- Crop diversification will also raise farmers income in a big way.
- To boost millet cultivation and increase the income of tribal farmers, the budget made a big announcement.
- Annonuced extension of flagship scheme “Shree Anna Abhijan” to 177 blocks of all 30 districts.
- Announced an additional budgetary support of Rs.210 per quintal over and above to the existing MSP of Rs.4290 per quintal for the current year, thereby the procurement price of Ragi is fixed at Rs.4500 per quintal.
- For this, budget made an outlay of Rs.600 crore
ATMANIRBHAR ODISHA
The 2036 Samruddh Odisha means an Atmanirbhar (a self-reliant) Odisha. Self reliance in food commodities has been the first charter for any developed state.
Towards this end, the budget has announced to promote Rabi potato cultivation.
- In this endeavour, this year, CM announced a target to cover 1.80 lakh farmers under this initiative.
- For this Potato mission, the govt has supplied 1.60 lakh quintals of certified seed potatoes in Rabi Season this year.
- Announced Rs.252 crore towards financial assistance to cold storages for the period from 2025-26 to 2029-30.
- This step will make Odisha self reliant in many vegetable commodities like Tomato and to some extent Onion.
- This will also ensures inflation – proof for the citizens of the State.
PEPPING UP FARM INDUSTRY
In order to make the largest employment provider in economy robust, the budget has rolled out a vision plan to promote the agricultural enterprises in a big way. Towards this objective, the budget has the following plan.
- Rs 264 cr for the scheme, Mukhyamantri Krushi Udyog Yojana (MKUY) to promote agrienterprises
- As any industry’s foundation lies in string research, an amount of Rs.511 crore would be provided for OUAT to promote education, research and extension in agriculture.
- 1,000 Farmer Producer Organizations (FPOs) will be supported, benefiting at least 3 lakh farmers in next five years
SAFE ODISHA
In order to make Odisha safe from floods, the budget announced a scheme for Comprehensive Flood Management to reduce flood risks etal
- In order to reduce flood risk, the scheme to focus on river dredging in the mouth to facilitate smooth discharge to sea.
- Made an allocation of Rs.386 crore.
- Scheme announced for River Rejuvenation with an objective to restore the natural flow and health of rivers/ rivulets which have been silted up, over exploited and polluted over a period of time.
- At least 2-3 rivers like Prachidhara and Gobari will be taken up this year.
- Announced a Scheme for intra-state Linking of Rivers to address various water management challenges, including irrigation, and water availability for domestic and industrial uses.
- The Budget announced identification of 5 such links where survey work will be initiated shortly.
INFRASTRUCTURE TONIC
AGRICULTUER INFRA – IRRIGATION
- Announced an ambitious plan to increase irrigation potential by 15 lakh Ha by 2029-30.
- The target for 2025-26 set at 2.77 lakh Ha.
- Towards this end, the allocation of Water Resources Department was raised from Rs.13,272 crore in 2024-25 to Rs.14,895 crore in 2025-26, up by about 12 %.
ROAD, RAIL PORTS INFRA
- The budget announced strategic road projects to enhance connectivity between major ports and districts with hinterlands
- The idea is to propel the state onto a fast-track growth trajectory.
- Announced Atal Expressway linking Motu in Malkangiri to Tiring in Mayurbhanj
- Other critical road corridors announced were
- Jharsuguda–Balasore,
- Nuapada–Astarang
- Brundabahal–Gopalpur
- Brahmapur–Jeypore
- Jeypore– Rourkela
- Rourkela–Jaleswar
- Announced Comprehensive City Road Decongestion Plan
- Under it, Outer Ring Road of Bhubaneswar and other critical projects costing more than Rs.13,000 crore would be taken up
- Budget announced a state-wide Road Network Improvement Plan and Road Development Programme (RDP)
- Budget announced State Highways will be 4 lane
- Major District Roads and Other District Roads will be 2 lane
- Rs 6502 cr allocated for the RDP
- Under RDP, budget announced for 3000 Km of Road and development of Berhampur-Jeypore to 6 lane Green Field Expressway
- On the lines of NHAI, the budget announced bringing out a progressive road policy converging the efforts of departments like Works (including NH); Rural Development; Housing & Urban 3 Development, Water Resources and Panchayati Raj & Drinking Water
- This step will lead to laying on 75,000 Kms of world class roads by 2029-30.
HUMAN DEVELOPMENT VIA CITY DEVELOPMENT
- The budget envisioned Odisha’s cities as vibrant socio-economic hubs that uplift the lives of the citizens.
- To achieve this, the Samruddha Sahara (City) scheme has been introduced, with an outlay of Rs.408 crore
- This comprehensive plan will transform Odisha’s urban landscape into engines of growth.
- Announced a new scheme, Mukhyamantri Sahari Vikas Yojana
- The budget allocated Rs.1100 crore for the scheme.
- The objective of the scheme is:
- Construction of civic amenities across all cities,
- Creation of revenue generating infrastructures,
- Urban Wage Employment (Shrama Samruddhi),
- Water body Development (Jala Samruddhi),
- Animal Welfare (Prani Samruddhi)
- Housing
- Allocated Rs 795cr for PM AWAS Yojana- Urban. This allocation is to see completion of 27,000 houses this year
