Odisha CM urges 16th Finance Commission to raise state's share in central tax to 50%

Bhubaneswar, Feb 06: Odisha Chief Minister Mohan Charan Majhi on Thursday urged the 16th Finance Commission to increase the state’s share in the central tax from the current 41 percent to 50 percent.

Majhi made this request during a meeting with the Chairman Arvind Panagariya and members of the 16th Finance Commission, which was held on the final day of their four-day visit to the state.

Following the meeting, the Chief Minister said that the Odisha government has requested an allocation of Rs 12,59,148 crore for the next five years, from 2026 to 2031, to support the state’s development initiatives.

The demand includes Rs 9,88,422 crore for Pre-devolution Revenue, Rs 1,10,434 crore to address special needs, and Rs 1,36,000 crore for local bodies.

Additionally, Odisha has requested Rs 31,400 crore for the State Disaster Relief Fund (SDRF) and Rs 29,252 crore for disaster mitigation, given the state's vulnerability to frequent cyclones.

The state also sought an increase in its share of the central allocation, from 4.528 percent to 4.964 percent, and urged the Commission to allocate 2 percent of the Gross Revenue Retention (GRR) to panchayats and urban local bodies.

Majhi further emphasized that the state seeks 100 percent allocation for the SDRF, as opposed to the current 75 percent, and called for the Finance Commission to prioritize sectors like agriculture, MSMEs, financial security, and health.
