The Union Ministry of Home Affairs (MHA) issued a gazetted notification late Wednesday night appointing Advocate Narender Mann as the Special Public Prosecutor (SPP). According to the MHA statement, Advocate Mann is tasked with "conducting trials and other matters related to NIA case RC-04/2009/NIA/DLI (against Tahawwur Hussain Rana and David Coleman Headley) on behalf of the National Investigation Agency before the NIA Special Courts at Delhi and Appellate Courts." His appointment is effective for three years or until the trial concludes, whichever comes first. This dedicated appointment ensures focused legal representation for the prosecution in this complex case.

Background and Significance

Tahawwur Rana has long been sought by Indian authorities for his alleged role in the 26/11 Mumbai attacks conspiracy. He is known for his close association with David Coleman Headley (also known as Daood Gilani), a US citizen who confessed to conducting detailed reconnaissance of the Mumbai targets for Lashkar-e-Taiba (LeT), the Pakistan-based terror group behind the attacks. Rana's immigration business was allegedly used by Headley as a cover during these surveillance trips. While Rana was convicted in the US in 2011 on charges related to supporting LeT and a separate plot in Denmark, his extradition allows India to prosecute him specifically for the Mumbai attack conspiracy.
