Bhubaneswar, Feb 13: The Budget Session of the Odisha Legislative Assembly began today with an address by Governor Hari Babu Kambhampati.

Starting the address with a traditional 'Jai Jagannath' greeting, the Governor emphasized that tackling poverty, addressing youth unemployment, supporting farmers, and women empowerment remain the government's top priorities.
The Governor highlighted the success of the Subhadra Yojana, which has benefitted over 1 crore women in the state. He also showcased the government's commitment to agriculture, noting the increase in the minimum support price for paddy by Rs 800, bringing it to Rs 3,100 per quintal.
Additionally, the Governor stated that the government is focused on promoting and preserving the Odia identity.
The state government is aligned with the spirit of ‘Sabka Saath, Sabka Vikas’ and is advancing plans and programs to achieve ‘Bikasita Odisha’ by 2036, in line with the Viksit Bharat envisioned by PM Modi, said the Governor.
The Governor also discussed the introduction of the New Education Policy, which aims to position Odisha as a key player in India’s development by 2047. Through the 'Utkarsh Odisha' initiative, the state successfully hosted the Pravasi Bharatiya Divas, receiving over 300,000 suggestions for Vision 2036.
The Kamadhenu Scheme has made significant strides in the agricultural sector, benefiting approximately 46 lakh women and children with nutritional aid. The state has committed to creating 1.5 lakh government jobs over the next five years, with 65,000 positions to be filled in the first two years. The weaving sector is expected to generate 50,000 new jobs within the next two years.
During the recent Utkarsh Odisha Conclave, MoUs worth Rs 12.89 lakh crore were signed. The state continues to support local athletes and various housing initiatives, including the PM Awas Yojana.
The state has committed to ensuring regular tap water by 2026, with plans for continuous potable water supply across 115 urban areas and reliable electricity. Transportation goals are reinforced with plans to expand comprehensive rail connectivity across districts.
The Governor concluded by reaffirming the state's vision of providing 24-hour piped water supply across 115 cities by 2026, alongside reliable electricity coverage and district-wide rail connectivity, signaling a comprehensive development plan for Odisha.
