GUV SPEECH HIGH ON MODI VISION
Making his first address to Odisha assembly after being appointed as the new Governor of the State, the Governor has clearly mentioned that the Majhi-led government’s prime focus will be on GYAN – Gareeb, Youth, Annadata (farmers) and Nari (Women) to realize the Vikshit Odisha goal by 2036.
The PM Narendra Modi in 2023 has envisioned the GYAN – the core chip to realize his Vikshit Bharat 2047 vision.
Speaking to a media house in Dec 2023, PM Modi said, "Hum GYAN pe dhyaan denge, GYAN ko sammaan denge, toh Viksit Bharat banega. (If we focus on GYAN (knowledge) and respect it, we will become a developed nation) GYAN means G for Garib, Y for Yuva, A for Annadata, N for Narishakti."
GUV TAKES A DIG AT BJD, CONGRESS
Hailing Odisha’s mineral rich status and towering tourist potential, the Governor said despite rich in resources, the State couldn’t realise its true potential.
The statement of the Governor clearly hints as a dig on the former ruling parties in the State – Congress and BJD.
GUV SPEECH’s 20 MINS FOR FARMERS
With a high of over 20 minutes in the Governor’s speech being dedicated exclusively to farmers of the State, the Guv said, Maji led government is focusing on the food, nutrient and income security of farmers.
The Guv has also quoted eminent Agriculture scientist MS Swamination quote – “If agriculture goes wrong, nothing else will have a chance to go right.”
The Governor’s address tone and tenor Thursday ahead of the upcoming Odisha budget drops enough hints that the Mohan Majhi led BJP government’s budget will be focusing on the farmers in a big way.
While the address highlighted MSP procurement at Rs 3100/q, it has also shed light on the assurance that the farmers crops will be brought under the crop insurance scheme to protect them from climate shocks.
GUV’S BOLD STATEMENT
In a significant message, the Governor in his address asserted that agriculture will spearhead Odisha’s economy.
Towards this, the Guv said Odisha government will go for crops diversification, giving emphasis on pulses and oilseed and cash crops to boost farmers’ income and gross value added in agriculture.
Also toward this, the Guv highlighted Odisha govt’s Rice Fallow land project to increase the crop intensity in the State.
He said the State government has undertaken an endeavour to ensure saturation under the all important PM-KISAN scheme.
The Guv speech sheds light on agriculture allied sectors like fisheries and animal husbandry. He listed out the State government’s plans and schemes for the fish and animal husbandry farmers.
In this regard, the Guv mentioned the Kamdhenu scheme that has been started for dairy farmers to give a fillip to their income and profit.
The Majhi led govt is for full integration of RMCs with e-NAM. The Guv said 66 Regulated Market Committees (RMCs) have been fully integrated with e-NAM leading to a business of Rs 4512 cr.
A total of 4291 farmers, 621 Farmer producer Organisation (FPOs) and over 10 K traders have been participated in the e-NAM platform.
GUV’s SPEECH OTHER HIGHLIGHTS
- The Governor said that 1.5 lakh government jobs are to be filled in five years.
- More than 24,000 posts have been filled in 2024-25.
- Sharing the outline, the Guv said as many as 65,000 posts are to be filled in the first two years.
- 50,000 employment opportunities will be created in the textile industry in two years.
- The state government will empower 25 lakh women as Lakhpati Didi by 2027.
- To boost SHG incomes by promoting mushroom cultivation and floriculture.
- In the financial year 2024-25, about 10 lakh women will be provided with incentives to achieve this level of income.
- To bring down ITI vacancy to .05% from 4%
- Highlighted the poll vision of Odisha BJP government – restoring Odia Asmita (Pride).
- The Guv’s address patted the Majhi led government for bringing up mega schemes for farmers and women.
- Hailed the success of Subhadra Yojana, as the scheme has benefitted 1cr women in the State.
- Another mega scheme of the Majhi led govt, Samruddha Krushi Yojana has also come in for praise by the Governor as the scheme has ensured payment of Rs 3100 per quintal paddy farmers sell at the mandis.
- The Governor has also patted the Majhi led government for successfully hosting Pravasi Bhatiya Divas, Utkarsh Odisha (Make in Odisha) summit and DGP-IGP conference.
- The Guv also hailed the State government for organizing a significantly productive visit of Singapore President T Shanmugaratnam to Odisha in January.
