Bhubaneswar: While the Modi government’s 12th straight budget has showered gifts to states facing election, what it holds out for the State of Odisha, which has catapulted BJP govt to power at the centre and at the same time delivered the State to form first BJP govt.
Though the Budget 2025 presented by Union FM Nirmala Sitharaman has no direct schemes for the State, except the net direct tax resource transfer mandated under the 15th Finance Commission.
As per the Budget document, Odisha budget will receive a whopping Rs 64,408.27cr in 2025-26 from the distribution of net proceeds of Union taxes and duties.
The State Budget had received Rs 58,270 cr in the FY 2024-25.
As a consequence, in the FY 2025-26, the State will be getting a central tax proceeds transfer of Rs 6136 cr boost.

As the Centre has seen a significant growth in direct tax collections, especially Income tax, this year, the transferring from the IT proceeds to State has cornered the largest share.
Odisha will be receiving nearly Rs 23,997cr. The other taxes share in the pie given below.
- Central GST at No 2 spot with a share of Rs 18,750.90cr
- Corporate tax share in the total net proceed transfer stood at Rs17,985cr
- Customs – Rs 2964.58cr
- Union Excise – Rs 615.89cr
- Service tax – 1.82cr
- Others – Rs 92.82cr
WHAT SCHEMES BENEFIT ODISHA?
Odisha will be the biggest beneficiary of the newly launched PM –Dhan-Dhanyaa scheme. The reason has been the following.
- In 2024-25, the yield of Rice in Odisha, staple food of the state, has been lowest in the country at 2032 q/ha.
- The yield has been same as in Kharif and Rabi
- Odisha’s rice yield rate has declined over the years.
- In 2020-21, the yield per hectare stood at 2275q/ha in 2021 Kharif and 2353q/ha in Rabi
- This shows the food grain crop in Odisha has been linked to weather disruptions as well as falling gross cropped area.

Moreover, as per data available, in Odisha has many as 10 districts come under very low productivity, 17 districts grouped under low productivity and 3 other figure in the medium low productivity regions. See the table below.
