Bhubaneswar, April 22: Odisha Chief Secretary Manoj Ahuja has instructed top officials to undertake field visits for firsthand experience in scheme implementation.
In a letter to senior bureaucrats, he emphasized that understanding grassroots challenges will enhance decision-making and policy execution.
Departments have been directed to schedule rotational field visits for office-bound staff, including Assistant and Section Officers. During these visits, officials will shadow frontline workers like Anganwadi staff or ASHAs, with encouraged overnight stays for deeper insights.
The focus is on learning, not supervision. Each participant must submit a suggestion post-visit to aid scheme refinement. Departments will review inputs for actionable improvements, with outcomes shared in All Secretaries Meetings. The initiative begins this month, prioritizing Odisha’s Aspirational Districts.
